ÚŘAD PRO TECHNICKOU NORMALIZACI, METROLOGII A STÁTNÍ ZKUŠEBNICTVÍ

On 28 - 30 May 2019, a consultative stay of experts from the Serbian Institute for Standardization takes place in Prague which is a further stay organized within the implementation of the Czech Development Cooperation project (Aid for Trade) Supporting the Improvement and Development of the Quality Infrastructure Sector in Serbia“ realized by ÚNMZ. Serbian experts will meet with Czech colleagues from the Czech Standardization Agency and experts from the Klokner Institute of the Czech Technical University in Prague, which will share their experiences and knowledge gained in their involvement in European and standardization processes, especially in the areas of methodology for the preparation of national standards, including ensuring the process of translating harmonized standards, involving SMEs and the activities of technical standardization centers. Participants also had the opportunity to get acquainted with the practical aspects of discussing the proposal for a new standardization project initiated by the Czech Republic as part of a meeting of the relevant CEN expert group in Prague as well as how cooperation between the standardization body and the regulator is set at national level.

For the Czech side, the working group was attended by representatives of ÚNMZ, Czech Standardization Agency (ČAS), Czech Metrological Institute (CMI) and Association of accredited and authorized organizations (AAAO). For the Russian side, the working group was attended by representatives of Federal Agency on Technical Regulating and Metrology (Rosstandart), Russian Scientific and technical centre for information on standardization, metrology and conformity assessment (Standartinform), D.I. Mendeleyev Institute for Metrology (VNIIM), All-Russian Scientific Research Institute for Physical-Engineering and Radiotechnical Metrology (VNIIFTRI), Academy for Standardization, Metrology and Certification and Russian Export Center (REC).

The main topics of the discussion were the results, the current state and prospects of the Czech - Russian relations in the field of standardization, metrology and quality infrastructure- see Agenda of the meeting.

9th meeting of the Working Group is scheduled to take place in the Czech Republic in 2020.

On November 13, 2019, the seminar "Implementation and Application of Eurocodes in the Republic of Moldova" was held at the Jolly Alon Hotel in Chisinau. The seminar took place with the financial support of the Czech Republic in the framework of the development cooperation project “Implementation of Eurocodes in the Republic of Moldova”. The main objective was to introduce a set of European standards for structural design in the Republic of Moldova.  The seminar was opened with the participation of the Ambassador of the Czech Republic in Chisinau, Mgr. Ing. Zdeněk Krejčí, and State Secretary of the Ministry of Economy and Infrastructure, Mrs. Světlana Dogotaru.

The seminar was focused on the presentation of project results and outputs and their importance for the design of building structures in Moldova according to European rules, also the design of building structures, general loads, and the design of earthquake-resistant structures and the related problematic issues were discussed. Attention was also paid to further developments in the field of Eurocodes, and Czech experts presented the Czech Republic's system for ensuring the education and authorization of construction professionals.

The seminar was attended by about 50 representatives of relevant state administration institutions, Moldovan Standardization Institute, design and construction offices, Technical University of Chisinau, Institute for Geology and Seismicity of the Ministry of Transport, Association of Architects and other stakeholders. Expertly, the program of the seminar was provided by Czech experts from the Klokner Institute, the Research Institute for Building Constructions in Prague and an independent expert on seismicity and Moldovan experts from the Institute for Standardization of the Republic of Moldova, Ministry of Economy and Infrastructure and Technical University in Chisinau.

During the seminar was also officially handed over one of the project outputs, an online system for secure access to standards and other normative documents, which was launched in June 2019 and is available on the website of the Institute for Standardization of the Republic of Moldova (https://www.shop.standard.md/en).

Study visit of Serbian experts in Prague

On 6 - 8 November 2019, the last of the study visits of experts from the Serbian Institute for Standardization is organized as part of the implementation of the Czech Development Cooperation (Aid for Trade) project "Support for improvement and development of the quality infrastructure sector in Serbia" of which the ÚNMZ is the implementer.

The main objective of the study stay is to acquire information and experience concerning the use of information portals and databases in the development of standards, promotion and marketing in the field of standardization, cooperation with educational institutions in the development of standards and educational activities focused on standardization. for standardization. In addition, Serbian experts will be provided with information regarding the process of creation and operation of the Information Portal Technical Regulations and Standards available on the ÚNMZ website.

Hlavním cílem studijního pobytu bylo získání informací a zkušeností týkajících se využití informačních portálů a databází při tvorbě norem, propagace a marketingu v oblasti normalizace, spolupráce se vzdělávacími institucemi při zpracování norem a vzdělávacích aktivit zaměřených na normalizaci, které byly poskytnuty a předány experty z České agentury pro standardizaci. Dále byly srbským expertům poskytnuty informace týkající se procesu tvorby a provozu Informačního portálu Technické předpisy a normy dostupného na stránkách ÚNMZ.

On 30 - 31 October 2019, the last of three two-day seminars "Key issues on application and use of Eurocodes in the area of ​​concrete and reinforced concrete constructions" was held in Nis in cooperation with the Serbian Institute for Standardization (ISS) and the Chamber of Commerce of Serbia within the framework of the Aid for Trade project "Support for improvement and development of the quality infrastructure sector in Serbia" implemented by UNMZ. The seminar was focused on the application of Eurocodes in the field of concrete and reinforced concrete structures and was attended by representatives of the professional public (design offices, universities, construction companies, manufacturers and other stakeholders). The program was expertly provided by experts of UNMZ, the Klokner Institute of the Czech Technical University, ISS and the Technical University in Novi Sad. The seminar participants received a copy of the Serbian version of the handbook issued by the European Commission "Eurocode 2: Background and Applications: Design of Concrete Buildings" prepared within the project.

The seminar was preceded by a meeting of representatives of ISS, UNMZ, the Ministry of Industry of Serbia, the Ministry of Construction, Transport and Infrastructure of Serbia, the Chamber of Commerce of Serbia and the Institute for Building Products Testing (IMS) in Belgrade on 29 October 2019. The panel discussion were focused on the outcomes and recommendations of the Study “The Overview of the Serbian Construction Sector covered by the European Regulation (EU) 305/2011 and its expected impact on the industry” processed within the sub-project activity. The Study will support the Serbian capacities in the field of construction products and strengthen them in the field of infrastructure quality and the implementation of European legislation and standards, in particular with a view to expanding the market for the placement of these products.

On 9 - 12 September 2019  two two-day seminars "Key issues on application and use of Eurocodes in the area of ​​concrete and reinforced concrete constructions" were held in Belgrade and Novi Sad in cooperation with the Serbian Institute for Standardization (ISS) and the Chamber of Commerce of Serbia within the framework of the Aid for Trade project "Support for improvement and development of the quality infrastructure sector in Serbia", implemented by the ÚNMZ. It was an activity of Output 2 of the project aimed at raising awareness of stakeholders and the professional public about European legislation and standards in the field of construction products and specific aspects of their application. Specifically, the seminars were focused on the application of Eurocodes in the field of concrete and reinforced concrete structures, including the transfer of Czech experience and knowledge on specific aspects of the implementation of European legislation and standards in the field of construction products. Seminars were attended by representatives of the professional public (design offices, universities, construction companies, manufacturers and other stakeholders). Seminar participants received a copy of the Serbian version of the handbook issued by the European Commission "Eurocode 2: Background and Applications: Design of Concrete Buildings" prepared within the project.
