To avoid creating technical barriers to trade in the EU internal market, the European Commission has set up an information system on Member States' technical regulations for products (industrial and agricultural) and information society services.

Directive 2015/1535/EU requires Member States to notify draft technical regulations before they are adopted. This is followed by a three-month grace period during which the European Commission and other Member States can comment on the proposal. A Member State may not approve a draft technical regulation before the expiry of this period.
