Involvement in the activities of EU Council working groups

The Czech Office for Standards, Metrology and Testing (ÚNMZ) provides, in connection with Government Resolution No. 427/2003 on Institutional Assurance of the Czech Republic's Membership in the EU and Coordination of the Decision-Making Process (as amended - last amended by Resolution of the Government of the Czech Republic No. 571/2007 on the Amendment of Certain Government Resolutions in Connection with the Czech Republic's Membership in the EU) the activities of the gestor and coordinator of the EU Council Working Group for Technical Harmonisation (G7 WG) within the Sectoral Group Technical Harmonisation and Consumer of the Ministry of Industry and Trade Coordination Group, which is provided in cooperation between the Ministry of Industry and Trade and the ÚNMZ.

SS THS is the working body of the MIT RKS for EU issues in the field of technical harmonisation and consumer protection and ensures the performance of tasks related to the activities of the working bodies of the EU Council in the area of its competence, including the G7.

PS G7 is made up of several working subgroups, The composition of these bodies varies according to the priorities of the individual EU Council presidencies and the state of play of the legislative proposal under discussion.

The agenda discussed within the working subgroups of the G7 WG, i.e. legislative and non-legislative proposals and acts under delegated competence, falls not only under the direct responsibility of the CNMI, but also partly under the responsibility of other government departments and bodies (MIT, MoD, MoH, MoHe, MoE, MŽP, CTU, ČBÚ...). In these cases, the CNMI acts as a coordinator in the preparation of documents for the meeting within the framework of the established cooperation mechanism.

The following legislative proposals are currently under discussion in the G7:

  • Proposal for a Regulation of the EP and of the Council on the harmonisation of marketing requirements for construction products, amending Regulation (EU) 2019/1020 and repealing Regulation (EU) 305/2011
  • Proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 1272/2008 of the European Parliament and of the Council on classification, labelling and packaging of substances and mixtures
  • Proposal for a Regulation of the European Parliament and of the Council on type-approval of motor vehicles and engines and systems, components and separate technical units intended for such vehicles with respect to their emissions and battery life (Euro 7) and repealing Regulations (EC) No 715/2007 and (EC) No 595/2009
  • Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL amending Regulation (EU) 2019/1009 as regards digital labelling of EU fertiliser products
  • Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL amending Regulations (EU) 2016/424, (EU) 2016/425, (EU) 2016/426, (EU) 2019/1009 and (EU) No 305/2011 as regards emergency procedures for conformity assessment, adoption of common specifications and market surveillance in the context of a single market emergency
  • Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL amending Directives 2000/14/EC, 2006/42/EC, 2010/35/EU, 2013/29/EU, 2014/28/EU, 2014/29/EU, 2014/30/EU, 2014/31/EU, 2014/32/EU, 2014/33/EU, 2014/34/EU, 2014/35/EU, 2014/53/EU and 2014/68/EU as regards emergency procedures for conformity assessment, adoption of common specifications and market surveillance in relation to a single market emergency
  • Proposal for a Regulation of the EP and of the Council on the approval and market surveillance of non-road mobile machinery to be used on public roads and amending Regulation (EU) 2019/1020
  • Proposal for a Regulation of the EP and of the Council on detergents and surfactants, amending Regulation (EU) 2019/1020 and repealing Regulation (EC) No 648/2004
  • Proposal for a Regulation of the EP and of the Council on toy safety and repealing Directive 2009/48/EC

In addition, current issues of European standardisation related to the implementation of EU strategy for European standardisation, in particular increasing the role of Member States in strengthening the European standardisation system, strengthening Europe's leadership in international standardisation, accelerating the development and adoption of EU standards in new strategic areas, involving national experts more closely in standards development, etc.

According to the topics currently under discussion, the ÚNMZ also continuously participates in the preparation of documents for the meetings of other preparatory bodies of the EU Council, such as:

  • PS G1 for competitiveness and growth
  • PS J1 for Environment

Belgium holds the Presidency of the Council of the EU from 1 January 2024 to 30 June 2024, focusing on the following priorities

  • defending the rule of law, democracy and unity
  • strengthening competitiveness
  • promoting a just ecological transition
  • strengthening the social and health agenda
  • protecting populations and borders
  • promoting a global Europe
