Analysis of the development of technical standards at national, European or international level

On 1 April 2011 the project (reg. no. CZ.1.04/4.1.00/59.00017) "Analysis of the development of technical standards at national, European or international level", was launched. The project was completed on 30 September 2013.

Project description

The main objective of the project is to optimize and increase the efficiency of technical standards development processes, to improve the prerequisites for ensuring and maintaining successful development in the field of technical standardization and for fulfilling the conditions of cooperation with European and international standardization organizations.

The project will bring many new elements, such as:

  • possibility of making full use of the applications and technologies provided by European and international standardisation organisations;
  • overall consistency of the technical standard-setting process with the intentions of the European Commission;
  • design of a more efficient process system in order to optimise it;
  • reduction of bureaucratic burden and rationalisation of the performance of the Technical Standardisation Department;
  • designing the information system to make use of modern information technology and resources to increase the efficiency of its use, improve the availability of information, optimise links with existing systems and make information handling secure

Objectives of the project

The main objective of the project is to optimize and increase the efficiency of technical standards development processes, to improve the prerequisites for ensuring and maintaining successful development in the field of technical standardization and for fulfilling the conditions of cooperation with European and international standardization organizations.

Sub-objectives:

  • analysis of the system of technical standards development and related processes;
  • proposing a new solution, including the elimination of existing deficiencies;
  • establishing effective communication;
  • introducing project management elements in relation to the project;
  • analysis of the processes of fulfilling the legal obligations of the national standardisation body.

Target groups

Administrative authorities, organisational units of the State, employees of these authorities and organisations and organisational units established/managed by these authorities and their employees.

Project participants

Public administration staff and bodies.

Progress of the project implementation

Within the framework of the key activity KA 01 "Project preparation and administration", work on project administration was carried out, e.g. work documenting the progress of individual tenders, preparation of interim monitoring reports and final monitoring report, project publicity outputs and final project audit.

Within the framework of the key activity KA 05 "Methodology of organizational procedures (project management, project office)", a project management methodology based on the Prince2 methodology was developed. In addition, a methodology for the integration of project management into the Office's processes was developed. Another output of the project was the establishment of the Project Office.

On 18 September 2012, the tender for KA 02 "Analysis of the process of processing and distribution of external documents at the level of European/international organisations" and KA 03 "Analysis of the required processes for the development of technical standards using the systems of European/international organisations with regard to the needs and possibilities at the national level" was announced. The selection procedures were completed and the implementation of both activities started on 21 January 2013.

These key activities included a comprehensive analysis of the entire process of processing and distribution of external documents, including process maps, mapping and optimization of the process of creating technical standards, technical analysis of the information system in terms of ensuring safe handling of information and detailed development of the technical and technological design of the information system.

On 4 February 2013, a call for tenders was launched for the key activity KA 04 "Process and Data Comparison". The tender was closed on 7 May 2013 with the signing of the contract with the winner of the tender. Within the framework of this key activity, a detailed comparison of the input and output processes of the data structure of the existing and newly designed system was carried out, process control was implemented and a methodology for working with information was developed. Furthermore, a technical data migration proposal was developed and tested on newly purchased HW equipment. Software for data modelling and management was purchased and process maps were created. More than 30 employees were trained in secure information management in public administration.
